The petitioning institution will complete the application and mail
it to the Executive Director no later than June 30 of the year the institution
desires to be chartered. (A representative of the National Council may
be appointed to assist institutions on their campus in the petitioning
process at the petitioning institution's request and expense.)
A petitioning fee of $25 must accompany the application. The fee covers
the cost of duplicating applications and mailings.
The Executive Director will mail copies of the applications to the
Executive Board and each chapter for review and voting.
The applications will be reviewed according to criteria set forth in
the National By-Laws. These specific criteria must be met by the petitioning
institution:
Vocational-technical education at the graduate level is a recognized
area of instruction.
Professional graduate courses in vocational-technical education have
been taught during each of the two years preceding the date of petition.
At least one professional graduate course (not including content
courses) in vocational-teacher education has been offered on the campus
throughout the year preceding the date of petition.
At least ten graduate vocational-technical education students have
been enrolled during each quarter or semester of the two years preceding
the date of petition.
At least two full-time faculty have engaged in teaching and supervising
of vocational-technical education.
At least fifteen master's degree and/or doctor's degrees with a major
interest in the area of vocational-technical education have been conferred
by the institution prior to the date of petition.
At least ten individuals are eligible for membership.
A majority vote by the Executive Board and the active chapters is needed
to accept a new chapter.
The Executive Director will notify petitioning institutions as to whether
they will be installed as a chapter within four months of the date their
applications were received.
Information will be mailed to each institution explaining how petitioning
chapter members should organize as a chapter; that is, preliminary officers
should be elected or appointed. In this fashion, the National Officers
and, in particular, the Executive Director, can communicate directly
with the preliminary, designated Chapter Advisor, President, Vice-President,
Secretary, Treasurer, Historian, Editor, and Parliamentarian. This organization
will help not only the local chapter but the National Executive Board
to conduct the installation. A representative of the National Council
can be appointed to assist institutions on their campus with chapter
activities at the petitioning institutions expense.
Each new chapter will be installed during a ceremony conducted during
the annual meeting at AVA by members of the National Executive Board
of Omicron Tau Theta.
A charter, signed by the national officers, shall be issued by the
Executive Director for presentation to the new chapter upon its installation.
Individual members initiated at AVA will pay their national dues at
that time. Thereafter, national and local dues will be paid annually
to the local chapter.
