DUTIES OF THE NATIONAL OFFICERS

PRESIDENT

National Bylaws

The President shall exercise general supervision over the Society and preside at all regular and special meetings of the National Council and of the Executive Board and shall:

Appoint all committees not otherwise provided for.

See that all rules and regulations of the National Council are executed.

Perform such other duties as pertain to this office.

The President shall serve on the Executive Board as Past President for a one-year term immediately following the completion of the Presidential term of one year.

Other Duties

In addition to the duties listed in the Bylaws, the President shall:

Provide each member of the Executive Board with a National Officer's Handbook no later than March 1.

Prepare the agendas for national meetings and send any written materials to be sent to members of the National Council for the annual AVA meetings to the Secretary for distribution by October 15.

Arrange for someone to bring materials needed for chartering ceremony (gowns, emblem, etc.).

Attend the meetings of the Editorial Board for The Journal of Vocational-Technical Education and carry out the duties as specified in "Publication Policies and Procedures," approved by the National Council, December 1984, and revised December 1989.

Write the chapter or individuals to be in charge of the chartering ceremony.

Appoint members to standing and ad hoc committees, stating the term of appointment for each appointee.

Prepare all materials required for the installation of National Officers and have them available at the annual general membership business meeting.

Submit Presidential correspondence and files to the office of the Executive Director for the official files of Omicron Tau Theta no later than March 1 of the year following the term of office.

PRESIDENT-ELECT

National Bylaws

The President-Elect shall serve in the absence or disability of the President and shall:

Perform such duties as may be assigned in the list of officer duties.

Serve as chair of the Long-Range Planning Committee.

Serve for a one-year term as President-Elect.

Other Duties

In addition to the duties listed in the Bylaws, the President-Elect shall:

Plan the Program of Work for the year in which the President-Elect shall be President. The Program of Work shall be presented for acceptance at the annual meeting.

Discuss with the President the type of meetings, date, time, and room setups necessary for the annual meeting.

Coordinate with the Chair of the Editorial Board, The Journal of Vocational-Technical Education, the dates and time of the annual meeting of the Editorial Board.

Write AVA to request hotel, rooms, and room setups for the annual meeting. Send 3 x 5 index cards indicating name and institutional affiliation of the individuals chairing or hosting the meetings for the AVA program directory.

Make arrangements for the national reception, including the selection of hors d'oeuvres and cash bar, in consultation with the National Treasurer.

Call AVA around October 1 to get the name of the hotel and meeting rooms. Send this information to the President by October 5.

Prepare copy in early October for a Fall issue of the newsletter to reflect items of business that are due national officers from each chapter and to inform Omicron Tau Theta members of activities planned for the upcoming national meetings (Approved December 2, 1988, National Council). Newsletter copy is forwarded to the Journal Editor-Elect for publication and dissemination to all OTT members.

PAST PRESIDENT

National Bylaws

The President shall serve on the Executive Board as Past President for one term immediately following the completion of the Presidential term of one year.

Other Duties

To assist the Executive Board in a smooth transition of its work, the Past President shall:

Provide the President with a copy of the final report of each Standing Committee and each Ad Hoc Committee, representing the status of work in progress or of work completed during the year while President. If the work of any committee has implications for changes in the National Constitution or Bylaws, the duties of the National Officers, or require an extension of work, the Past President should provide a full report of such to the current President.

Serve as chairperson of the Nominating Committee, notifying local chapters of the National Officer positions that are to be filled at the annual meeting no later than March 15 of each year. Requests for nominations should specify June 1 as the date by which nominations should be made to the National Nominating Committee, duties of the office(s) to be filled, and the type of supporting evidence of service to Omicron Tau Theta or other professional qualifications required by the nominations committee to make informed judgments about the nominee.

Correspond with local chapters to get the names and addresses of their chapter delegate and alternate to the National Council.

Prepare copy for a national newsletter in early February which contains news of the previous OTT national meeting (Approved December 2, 1988, National Council). Newsletter copy is forwarded to the Journal Editor-Elect for publication ad dissemination to all OTT members.

SECRETARY

National Bylaws

The Corresponding and Recording Secretary shall keep a record of all proceedings and actions of the National Council and of the Executive Board and shall:

Arrange for the appropriate distribution of the minutes of these meetings.

Be responsible for the announcements of meetings and other actions.

Perform other duties as assigned in the list of officer duties.

Serve for a two-year term, elected in odd years.

Other Duties

Prepare an updated National Directory and submit it to the President no later than January 15 each year.

Maintain an updated National Directory and submit changes to members of the Executive Board, Standing Committees, and Ad Hoc Committees as requested. Correspond with local chapters and individuals to secure missing names and addresses and to verify the accuracy of the National Directory.

Prepare minutes of the national meetings and send to members of the National Council, Chapter Advisers, and Chapter Presidents no later than February 1. An updated National Directory should be sent with the minutes.

Assemble and mail to members of the Executive Board and Chapter Delegates on or before November 1:

Announcements and agendas for the annual meetings of the National Council and General Membership.

Announcements of charter chapters and initiations, if any.

Other written materials necessary for the annual meetings.

Bring to the annual meetings copies of agendas and minutes for distribution.

Submit by February 1 each year a record of all proceedings and actions of the National Council and of the Executive Board (minutes and other documents) and a current National Directory to the office of the Executive Director for the official files of Omicron Tau Theta.

TREASURER

National Bylaws

In performing the role of financial officer of the Society, the Treasurer shall:

Co-sign with the National President all financial contracts of the Society.

Deposit in an insured bank to the credit of Omicron Tau Theta all funds entrusted to the Treasurer.

Maintain an accurate accounting record of all monies received and disbursed by the Treasurer's office or by the Executive Director.

Advise the other members of the National Council and Executive Board of the current financial status of the Society and prepare financial statements at the end of each fiscal year.

Submit all records for an audit when directed to do so by the Executive Board.

Perform other duties as assigned in the list of officer duties.

Serve for a two-year term, elected in even years.

Other Duties

In addition to the duties listed in the Bylaws, the Treasurer shall:

Maintain an updated mailing list of national members.

Provide mailing labels to the Publisher of The Journal of Vocational-Technical Education and to local chapters upon request.

Ensure the collection of national dues from local chapters no later than November 1.

Prepare a next year's budget to be submitted for approval at the annual meeting of AVA.

Prepare a written membership report to present at the annual meeting at AVA.

Prepare a written financial report to submit at the annual meeting at AVA.

Submit a complete record of the past year's financial records and membership status to the office of the Executive Director for the official files of Omicron Tau Theta no later than February 1.

HISTORIAN

National Bylaws

The Historian shall keep an historical account of the activities of the Society and its chapters and shall:

Transfer the historical records of the Society to the National Executive Director at the end of the fiscal year.

Perform other duties as assigned in the list of officer duties.

Serve for a two-year term, elected in odd years.

Other Duties

Correspond with local chapters to ensure a yearly record of each chapter's activities, including a list of officers and initiates. (See the standardized format that should be sent to chapters to follow in this Handbook.)

Compile a report in which the yearly report of each chapter is included and transfer it to the office of the Executive Director at the end of each fiscal year to be maintained in the official files of Omicron Tau Theta. One set of the compiled report shall be sent to the National Secretary and one to the National President no later than January 1.

Correspond with local chapters to ensure that a copy of each chapter's yearly report is available for distribution to members of the National Council at the annual meeting of AVA.

Correspond with other National Officers and the Executive Director to ensure the yearly submission of historical records for which each is responsible (See the duties for each National Officer for items and dates for which each officer is responsible to forward to the Office of the Executive Director.)

Forward a copy of the Historian's files to the incoming Historian at the end of the two-year term.

PARLIAMENTARIAN

National Bylaws

The Parliamentarian shall interpret the appropriate parliamentary procedures, according to Robert's Rules of Order and shall:

Review the Constitution and Bylaws for needed changes.

Perform other duties as assigned in the list of officer duties.

Serve for a two-year term, elected in even years.

Other Duties

Provide a review of the operations under the Constitution and Bylaws.

Submit any recommended amendments to local chapters and the National Council as outlined in the Bylaws.

Update the Constitution and Bylaws and distribute to local chapters, members of the National Council, and the office of the Executive Director when amendments are approved and or corrections required.

JOURNAL EDITOR

National Bylaws

The Journal Editor shall be responsible for the publication and dissemination of national publications. The Editor shall:

Implement the policies and procedures established by the Editorial Board.

Compile two volumes (four issues) of the Journal.

Solicit manuscripts.

Screen and review manuscripts.

Select field readers.

Send manuscripts to field readers.

Read proofs of manuscripts prior to publication.

Attend meetings of the Editorial Board as an ex officio member.

Perform other duties as assigned in the list of officers duties.

Serve a two-year term, beginning in odd years.

Other Duties

In addition to the duties listed in the Bylaws, the Editor shall:

Work closely with the Publisher and Treasurer to ensure that the fiscal budget approved by the National Council is maintained for expenses related to the publication of the Journal.

Prepare a yearly report summarizing the year's activities to present to the Editorial Board and the National Council at the annual meeting.

JOURNAL EDITOR-ELECT

National Bylaws

The Editor-Elect shall:

Chair the publications committee and be responsible for the publication and dissemination of national publications with the exception of the Journal.

Assist the Journal Editor as required.

Attend the meetings of the Editorial Board as an ex officio member.

Perform other duties as assigned by the President.

Serve a two-year term, elected in odd years.

Other Duties

Correspond with chapter Publications Editors to determine the types of publications that chapters are sending to their members and to solicit any information that may be sought for the National Newsletter.

Consult with the President-Elect on how to prepare copy for the Fall issue and the Past President on how to prepare copy for the Spring issue of the National Newsletter.

Maintain minutes of the Editorial Board meeting.

PUBLICATIONS EDITOR AND EDITORIAL BOARD CHAIR

Publications Policies and Procedures

The chair of the Editorial Board is responsible for convening and conducting meetings of the Editorial Board, serving as a nonvoting ex officio member of the National Council of Omicron Tau Theta, and assisting the Editor on behalf of the Editorial Board.

During the annual national convention of AVA the chair is responsible for reporting to the National Council of Omicron Tau Theta on the status and all activities of the Journal during the annual national convention of AVA. The Chair must be a member of the Editorial Board. The Chair is appointed by the National Council of Omicron Tau Theta upon the recommendation of the Editorial Board.

The Chair serves a two-year term and may not serve two consecutive full terms.

EXECUTIVE DIRECTOR

National Bylaws

The Executive Director shall administer the operation of Omicron Tau Theta and shall:

Maintain the records of the organization.

Invite and coordinate new chapter petitions.

Perform other duties as indicated in the list of officer duties.

Serve renewable terms, appointed in odd years by the National Council.

Other Duties

In addition to those duties specified in the National Bylaws, the Executive Director shall:

Maintain a file of all official communications and bulletins, including all correspondence related to the operations of Omicron Tau Theta and the Office of the Executive Director (See duties of each National Officer for records that are to be maintained.)

Correspond with the President, Publications Editor, and Historian to ensure that official files are updated yearly (See the duties of each National Officer for records that are to be maintained.)

Secure the names of possible universities/colleges for chartering OTT chapters.

Serve as the official to which local chapters or individuals seeking information about OTT should write.

Maintain a national supply center for plaques, pins, letterhead, envelopes, charter and membership certificates, membership cards, stickers, chapter chartering ceremony supplies, etc.

Submit for binding the Journal of Vocational-Technical Education volume to be awarded the outgoing editor (approved December 2, 1988, National Council).

Have prepared plagues and framed certificates for awards an recognition of members at the annual general membership meeting: Plaques for (1) Anthony G. Porreca Award, (2) Outstanding Professional Service, (3) Outstanding Doctoral Research, (4) OTT President Recognition. Framed certificates for (1) Outstanding Masters Research, (2) Outstanding Journal Article, and (3) Executive Board Recognition.

ADVISOR

National Bylaws

The National Advisor shall supervise the activities of Omicron Tau Theta and shall consult with the National Council on programs and procedures.

The advisor will serve a renewable four-year term.
